Dist Admin Kupwara convenes joint meeting of DDC, District Officers at Handwara

Reviews progress under District CAPEX Budget, welfare issues; 68% expenditure incurred during current fiscal so far

Kupwara : The District Administration Kupwara today convened a joint meeting of District Development Council (DDC) and District officers at Environmental Hall Handwara to review the physical and financial progress under District CAPEX Budget 2022-23 till date in the district.

The meeting was chaired by Chairman DDC Kupwara, Irfan Sultan Panditpori. The Deputy Commissioner Kupwara, Doifode Sagar Dattatray and Vice Chairman DDC, Haji Farooq Ahmad Mir were present in the meeting.

The ADDC Kupwara, Altaf Ahmad Khan; ADC Kupwara, Gh Nabi Bhat; President Municipal Committee Handwara, Masroor Ahmad Banday; DDC Members, BDC Chairpersons, JD Planning, District Officers and other concerned attended the meeting.

The meeting held threadbare discussion with regard to different developmental issues and various decisions were taken to further accelerate the developmental tempo in the district. The Council received feedback from the officers during the discourse of the meeting.

The meeting was informed that out of total released funds of Rs.27080.4 lakh, Rs.18341.52 lakh have been incurred on the execution of various developmental works under District CAPEX Budget during the current financial year till date which constitutes 67.73%.

The meeting reviewed sector wise progress of all departments including R&B, Education, Jal Shakti, PDD, General Service, and Social Service and received feedback from the officers one by one.

It was given out in the meeting that out of total 3019 approved different developmental works including DDC, BDC and PRI works, 2654 works got administrative approval out of which 2640 works have been tendered.

As many as 2366 works have been allotted out of which 1222 works have been completed while as, 1144 works are under execution at different stages of completion. The meeting reviewed the pace of progress under MGNREGA and was informed that 48486 works have been approved under MGNREGA in 24 blocks of the district out of which 34744 works have been completed physically.

The meeting also reviewed the progress of Amrit Sarovars, soakage pits, vermi-compost pits, JJM and health sectors. While reviewing Jal Jeevan Mission, it was informed that 106 water supply schemes have been approved at an estimated cost of Rs.589.52 crore in the district.

Addressing the meeting, the Chairman DDC stressed upon the officers to work with added dedication and ensure that all developmental works targeted for the current financial year shall be completed within the timeframe, especially works under JJM and solar lights.

The Vice Chairman DDC also spoke at the occasion. He appreciated the efforts of Deputy Commissioner Kupwara for his best developmental programmes. He said that people feel governance at their doorsteps.

President Municipal Committee Handwara also spoke. Addressing the meeting, the Deputy Commissioner welcomed the council and expressed his satisfaction for overall performance of the departments in the district.

He said,“There are areas where good work has been done, there are areas where we are progressing and there are areas where added efforts need to be done”. Referring to the innovative ZIMADARI programme initiated by District Administration, the Deputy Commissioner said the teachers of Kupwara district have given their blood and sweat to make the programme successfully implemented on ground level.

He appreciated them and asked everyone to appreciate the teachers of Kupwara district. The Deputy Commissioner informed the Council that the issue of transit accommodation for Medical College Handwara has been resolved and hoped that the first session will begin from June 2023.

He also informed that winter carnival shall be held in the district during this winter for the first time. The Deputy Commissioner, during the discourse of the meeting gave on spot directions to the concerned officers, following the demands of the Councillors.

He also directed all executing agencies and concerned officers to speed up the pace of work so that cent percent targets could be achieved within the stipulated time frame. Earlier, the DDC Members, BDC Chairpersons also spoke and projected developmental issues of their respective constituencies.

Later, the Deputy Commissioner Kupwara met various public deputations and heard their issues. He gave on spot directions to the concerned officers and resolved the issues.
