SAD Sanyukat and Federation call for high level probe into large scale corruption of non-Punjabi recruits

Amritsar: SAD Sanyukat takes stern notice of recruitment of 192 non-Punjabi officers through illegal recruitment process for the recruitment of non-Punjabi officers / employees for the security of Punjab Chief Minister and demands a high level inquiry from the Punjab Government. He said that there could be no more serious crime and corruption than this. The youth of Punjab are wandering from place to place with degrees and diplomas. Expressing these views, Mr. Karnail Singh Peermohammad, Principal Spokesperson and General Secretary, SAD-United and Mr. Bhai Jagroop Singh Cheema, President, All India Sikh Students Federation said that the Punjab Cabinet had given special relaxation in the rules for such recruitment. As many as 19 serving / retired officers and employees of the states have been recruited in the ‘Special Protection Unit’ set up for the protection of the Chief Minister. As per the facts, the recruitment of non-Punjabis has taken place not only during the coalition government but also during the tenure of Capt. Amarinder Singh as the Chief Minister in the present Congress government. Deputy Chief Minister Sukhjinder Singh Randhawa had also sought a report from the DGP following the outcry for direct recruitment but it is not yet known what happened to that report. The report has now reached the Deputy Chief Minister, according to which 209 serving / retired officers and employees of the Central Security Forces have been recruited in the Special Protection Unit.

Karnail Singh Peermohammad said that out of these SAD-BJP alliance had recruited 146 persons in the year 2014 and 2016 whereas during the tenure of Mr. Amarinder Singh 63 officers have been recruited. Mr. Jagroop Singh Cheema said that as per the report of ‘A Leading Punjabi Newspaper of Punjab’, on 23rd July, 2013, the Punjab Cabinet had approved to recruit 300 serving / retired Central Security Forces personnel in the ‘Special Protection Unit’ and to recruit them in phases. Decided to | On this basis a six member recruitment committee was constituted on 29th August 2013 for its recruitmentSince the recruitment, about 76 officers / employees of the Special Protection Unit have been posted with the then Chief Minister Amarinder Singh. The new noise is that while the Punjabi youth are roaming the streets, the Punjab government is giving jobs to the retired officers of other states. According to the report, the coalition government recruited 82 employees in the Special Protection Unit in 2014 and 64 employees in 2016. Similarly, in the year 2021, the present government recruited 63 people Out of the total 209 recruits, 4 are DSPs, 34 are Inspectors and 15 are Sub-Inspectors. Out of 209 recruits in the Special Protection Unit, Punjab has only 17 employees while the remaining 19 states have 192 employees. The unit has 36 members from Haryana, 35 from Uttar Pradesh, 26 from Rajasthan, 22 from Himachal Pradesh, 14 from Uttarakhand, 14 from Jammu and Kashmir, 12 from Delhi, seven from West Bengal, five from Maharashtra and four from Orissa.

Similarly, three each from Jharkhand, Karnataka and Tamil Nadu, two each from Bihar, Kerala and Tripura and one each from Chandigarh, Goa and Madhya Pradesh. Nine of these recruits have also quit their jobsThe Punjab Cabinet had also given special concessions on October 1, 2013 and November 30, 2013 to pave the way for other states. For this recruitment, five posts of DSP, 15 posts of Inspector rank and 50 posts of Sub Inspector rank were removed from the purview of Punjab Public Service Commission (PPSC). Exemption was given in the provisions of PPR for this direct recruitment The upper age limit has been raised to 42 years Exemption was also given for passing Punjabi subject (compulsory) at Matric levelSimilarly, for the recruitment of Trainer and Technical Officer in the unit, the age limit for General Category was first raised to 42 years and for the second time it was raised to 45 years. Salary of selected candidates was protected The Amarinder government then approved the creation of 29 inspector rank posts by surrendering the posts of 30 sub-inspectors on 28 July 2021 in view of the need for more inspectors in the Special Protection Unit. Whether this information came to the notice of Punjab Chief Minister Charanjit Singh Channi, Home Minister Sukhjinder Singh Randhawa and Congress President Navjot Singh Sidhu as to what action they have taken or they will still evaluate the report. He questioned Sidhu as to why he was looking helpless on these issues and why he was not raising his voice.
