Haryana will become the number one state in the country in terms of health services: Anil Vij

All the PHC, CHC and medical colleges of the state will also be linked with the e-Upchar online system soon – Anil Vij

Ambala : Haryana Health and Family Welfare Minister Anil Vij said that Haryana will become number one state in the country in terms of health services and a new scheme will be implemented very soon for better health of the citizens of the state.

Sh. Vij was addressing the gathering during the function organized for distribution of Ayushman cards to Antyodaya beneficiaries under Ayushman Bharat Scheme at Civil Hospital, Ambala Cantonment today.

He said that now Ayushman cards will be made for 28 lakh families of the state and about 1.25 crore beneficiaries of the state will take benefit this scheme, so that almost half of Haryana’s population will be covered under Ayushman and they will not have to spend a single penny for treatment.

Health Minister said that he congratulated and thanked the Chief Minister for implementing the scheme. He said that we are going to launch another scheme for the health of the people of the state soon. Sh. Vij distributed Ayushman cards to the beneficiaries on the occasion.

Employees will also get cashless treatment facility soon- Anil Vij
The Health Minister said that there are many employees in the state who get free treatment, they are also going to get the facility of cashless treatment soon and instructions have been given to the officials in this regard.

Government employees also do not need to pass the bill by getting treatment in future. As soon as he goes to the hospital, his cashless treatment will start and about this a scheme is being prepared.
He said that the government has two main responsibilities, one is education and the other is health. He said that as he understands that his government is fully discharging both these responsibilities. Any person of Haryana who comes in this limit will not have to die without treatment, he added.

* In Haryana, 55 hospitals are connected with the e-Upchar system, soon PHC and medical colleges will be connected – Anil Vij*
Sh. Vij said that there is an e-Upchar system in the state, in which our 55 hospitals are connected. The complete online record of the patient is maintained in the system. Now the process of connecting this e-Upchar system with PHC and CHC and Medical College level is going on.

A patient’s complete record will be online and his complete medical history on one ID will be visible on the computer to the doctor in another city. He informed that soon every PHC will have ECG machine facility also.

CT scan facility available in 17 districts of the state and dialysis facility available in all 22 districts – Anil Vij
Sh. Vij said that free treatment is provided in our hospitals and the condition of hospitals in the entire state is being improved. Where earlier there were no X-ray machines in hospitals, today CT scan facilities are being provided in 17 districts.

Dialysis centers are operated in all the districts of the state, earlier people had to run to Chandigarh, Gurugram or Delhi to get dialysis, the cost of getting dialysis done was not as much as the fare for commuting. Now dialysis facility has been provided in every district.

No one could have imagined that heart treatment would be done in government hospitals. But, we have done it, cath labs (heart centers) are working in our four districts. We have put more than 10,000 stents in Ambala and we are going to open cath labs at other places as well.

National level NCDC lab will soon be built in Ambala Cantonment – Anil Vij
Sh. Vij said that National Lab of National Center for Disease Control (NCDC) is also going to open in Ambala Cantonment. One of the four labs across the country is being built at Naggal in Ambala Cantonment, for which land has been taken and he is hopeful that the lab will be started in this financial year.

Lab testing will already be started here in a small building. He said that a team led by DG Health, Government of India, had come to Ambala Cantonment recently, which was so impressed by seeing the building of Cantonment Civil Hospital that it was considered to make a documentary and send it to all the states of the country as a role model.

Mapping of health services will be carried out in the state, health services will be made available on need basis and not on demand basis – Health Minister
The Health Minister said that the old PHCs and CHCs in the state will be demolished and made according as per NABH norms. We are doing mapping of health services in entire Haryana. We will provide demand base health facilities.

We will provide need-based health facilities, even if it is a part of the opposition, because we have to provide health services in the whole of Haryana, he said. The Central Government has praised our project and the Central Government has also given an amount of one crore rupees for mapping in Haryana and our state is the first country in India where mapping is being carried out.

The company which will do the mapping will tell us according to the criteria of WHO, where PHC, CHC, or hospital with how many beds should be there, what equipments to be given and how many doctors and other staff to be provisioned there.

This agency will do a complete study and inform us so that we can further expand our health services and spend according to it. He said that when he became the health minister, the budget for health services was Rs 1,600 crore, which have now increased to Rs 8,000 crores.

Half of the people of the state will get free medical insurance through Ayushman card – Vij
Health Minister Anil Vij said that the needy people used to come first to us to make cards and he had been raising this issue before the Chief Minister for a long time that the poor people, Antyodaya families whose annual income is less than Rs 1.80 lakh, we Make cards for them also.

He said that today he would like to express gratitude to the Chief Minister on behalf of the entire people of Haryana from this platform that he has implemented it in Haryana. Now the identified 28 lakh families will also become eligible, that is, 1.25 crore people will get Ayushman card and half of the people of Haryana will get this medical insurance.

These beneficiaries only have to show the card in the empanelled 725 hospitals, no money will be paid there and the treatment will be cashless. The hospital will take all the expenses of the treatment from the government, the families will not have to pay anything.

We have adopted the model of trust, the center has given us the best state award in implementing Ayushman Yojana – Vij
Health Minister Anil Vij said that “Prime Minister Shri Narendra Modi has started many schemes for the welfare of the common man, but the Ayushman Bharat scheme which has been started is very important”.

Sh. Vij said that “the identified families under this scheme can get treatment up to five lakh rupees free of cost in empanelled hospital”. He said that “when this scheme was launched, the survey the country had at that time was of 2011 and 47 crore people were covered under it.

About 15.51 lakh people of Haryana came under it. Sh. Vij said, “But the survey of 2011 was done, don’t know who did it under what circumstances and many needy families were deprived of its benefits and those families used to come to us continuously to make Ayushman card for them also.”

Sh. Vij said that “When this scheme was started, the then Health Minister Sh. J.P. Nadda had called all the health ministers of states and he also attended the meeting. There two options were placed before us whether you choose insurance or trust model.

Everyone chose the model according to their choice, but I chose the trust model because they felt that the man would get tired of running around the insurance companies and it happened. Today Ayushman card of Punjab is not accepted in PGI.

Sh. Vij said that “Today patients go to the hospital with a card, so most of the hospitals have stopped accepting it, but our card works because we have adopted the trust model and the central government has helped us in implementing the Ayushman Yojana and we have win the best state award.

The Health Minister said that “we are not dependent on any insurance company; our payment is received by the person as soon as possible”.On this occasion, Director of Health Dr. Randeep Singh Poonia, DC Dr. Priyanka Soni, Civil Surgeon Dr. Kuldeep Singh and others welcomed the Health Minister.. On this occasion, Chief Minister Manohar Lal also gave his message through VC.
